Can an ESA Live in a Texas College Dorm?
Potentially, yes. An emotional support animal may qualify as an assistance animal for campus housing when a student has a disability-related need and the requested accommodation is reasonable. When the disability or need is not apparent, the housing provider may request reliable disability-related information.
An ESA is not automatically permitted in classrooms, dining halls, libraries or other campus buildings. Those public-access rules are different from housing rules. Students should follow their school’s process and receive written housing authorization before moving the animal into a residence hall or university apartment.
ESA Housing Rights Are Not the Same as ADA Public Access
Several disability laws can affect a college, but they do not all use the same animal definition or answer the same question.
Fair Housing Act
Campus housing can be subject to fair housing rules for assistance animals. An ESA may be considered for a reasonable housing accommodation even though the animal is not a trained service dog.
ADA
For public access, the ADA generally covers dogs trained to perform work or tasks related to a disability. Emotional support by itself is not a trained task under the ADA.
Section 504
Section 504 prohibits disability discrimination in federally funded education programs. Colleges often coordinate disability-related requests through an accessibility or disability services office.

Submit the student request

Provide reliable supporting information when needed
If the disability and disability-related need are not apparent, the school may request information that supports both. The documentation should be individualized and come from a qualified professional with personal knowledge of the student.
Respond to clarification requests
The disability office may ask for missing information or discuss the requested accommodation. This is part of an individualized review, not a guarantee that one form automatically controls the outcome.
Complete housing approval and animal requirements
After the accommodation decision, Housing may require vaccination records, local licensing information, emergency contacts, roommate coordination or an animal agreement. Wait for final written authorization before moving the animal in.
What May ESA Letter Documentation Need to Address?
When reliable supporting information is appropriate, a college may need enough information to understand that the student has a disability and that the animal provides disability-related assistance or emotional support. The focus should be the connection between the student’s functional need and the requested housing accommodation.
UT Austin and Texas A&M Use School-Specific Processes

UT Austin
UT Austin’s Disability and Access office instructs students to submit a housing accommodation request and supporting documentation. University Housing and Dining coordinates housing arrangements after D&A recommends an accommodation. Students must also maintain an active housing contract.
Texas A&M
Texas A&M directs students to complete the accommodation process with Disability Resources. Its current ESA guidance also requires completion of the Housing process before an ESA enters on-campus housing. The university advises students not to bring the animal to campus housing before both steps are finalized.
How to Check Any Other Texas College
Search the university’s official website for the school name plus “housing accommodation,” “assistance animal” or “emotional support animal.” Review both the disability office and housing pages. If the instructions conflict or are unclear, ask the offices in writing which forms, deadlines and animal requirements apply to your residence.
Do not assume a process from UT Austin, Texas A&M or an off-campus apartment automatically applies to another university. Private colleges, public universities, university apartments and independently managed student housing may use different request channels.
Student Responsibilities After Approval
An approved housing accommodation does not remove the student’s responsibility for the animal’s care and conduct. Campus policies commonly address supervision, waste removal, vaccination, local licensing, noise, damage, emergency planning and the effect of the specific animal on roommates or shared spaces.
Deadlines, Annual Housing and Updated Information
Start as early as possible. Campus housing assignments and accessible room options can become limited. A university may require a new housing application each academic year and may have a separate process for continuing accommodations.
Federal fair housing guidance does not create a universal rule that every ESA letter expires after one year. Still, a school may ask for updated information when the student’s need or circumstances have changed, when a new request differs from the old one or when the existing information is not sufficient to evaluate the current request. Follow the school’s written renewal instructions and ask for clarification if a blanket requirement seems unrelated to the individual facts.
What If the College Delays or Denies the Request?
Ask for the decision and the reason in writing. If information is missing, ask what specific information is needed and whether the school offers an appeal, reconsideration or grievance process. Keep copies of the housing application, accommodation request, documentation and correspondence.
Students can also review the school’s ADA or Section 504 coordinator information. Housing discrimination concerns may be directed to HUD, while education disability discrimination concerns may fall within the U.S. Department of Education Office for Civil Rights.
